honbunsik (혼분식)
What is it? 
A Korean government policy combining honsik (mixed-grain rice) and bunsik (flour-based foods) to reduce rice consumption during shortages. Initiated under Japanese colonial rule as part of a rice-saving campaign, it continued after liberation; in the 1950s the government revived it, and from 1956 it expanded with U.S. surplus grain aid, promoting wheat-based substitutes nationwide (Encyclopedia of Korean Culture).
